Partner of Wellstein Mora Rodriguez International, PC and head of the Intellectual Property and U.S. Business Immigration practice groups, Mr. Héctor Mora has over 16 years of experience in telecommunications, intellectual property, commercial transactions, U.S. business immigration, corporate law and litigation involving various issues in those areas. Said experience has been acquired through private and public sector practice throughout the Americas.


Mr. Mora is the founding partner of the WMR U.S. Immigration Practice Group that offers support to medium and large international corporations demanding mobility of management, professionals, and skilled personnel between different locations worldwide. In addition, Mr. Mora coordinates all trademark and copyright related services offered by the firm and advises and represents medium and large telecommunications corporations in regulatory proceedings and commercial transactions. His experience as legal advisor and negotiator of agreements for the provision of telecommunications services, interconnection, co-location, equipment supply, installation, technical support and software licensing has been acquired and enhanced during his in-house counsel position for the largest Venezuelan telecommunication service provider, and as outside counsel for various telecommunications companies.

Prior to his current position with WMR, Mr. Mora served for five years as a legal advisor to Venezuela's prime telecommunications service provider, Compañía Nacional Teléfonos de Venezuela (“CANTV”), and prior to that was a partner of the Quintero-Moreno & Associates law firm based in Venezuela. Mr. Mora also served as an international consultant with the law firm Wilkinson Barker Knauer, LLP in Washington, DC, and clerked for US Federal Communications Commission (FCC), Commissioner Kathleen Abernathy.

Mr. Mora has represented telecommunication carriers to secure licenses to install telecommunications infrastructure including submarine fiber optic cable systems, provide international telecommunications services, comply with federal and state telecommunications regulations in the U.S., the Caribbean and Latin American countries. In addition, Mr. Mora has advised and represented private companies and industry associations with respect to legislative and regulatory initiatives in various countries of the Americas and regionally as part of rule harmonization and integration efforts.
