Ms. Wellstein is Partner and Chair of the Global Technology, Telecommunications & Media Practice and is currently based in Washington, DC. She has over twenty-five years of international telecommunications and technology commercial, transactional, regulatory and policy experience. Prior to establishing the firm, Ms. Wellstein was formerly a resident Partner in Washington, DC and the Managing Partner of the Latin America and Caribbean Office of a US telecommunications law firm based in Caracas, Venezuela.
Ms. Wellstein provides strategic and broad commercial, corporate and regulatory counsel to private companies and public institutions around the world. She offers critical firsthand knowledge and experience in Latin America and the Caribbean, among other high growth regions in the world. Her practice focuses on negotiations of complex commercial transactions in the technology, telecommunications and infrastructure industries, including strategic acquisitions, alliance formation, financing and creative joint operating arrangements, major IT and other outsourcing transactions, services and equipment software agreements, distribution and licensing agreements, subcontractor and Key Employee Agreements, international settlements, interconnection, international technology procurements, dispute resolution and other diverse telecommunications and technology privatization, licensing, concession and regulatory matters.
Ms. Wellstein has significant experience in representing business ventures before the US Federal Communications Commission (FCC) and telecommunications regulators and other infrastructure industry agencies of many countries. She has practiced law in the United States and internationally, working and advising in more than 40 countries in the Americas (North, Central, South, Caribbean), Asia (India, Thailand, Philippines, Malaysia), Europe and the Commonwealth of Independent States (Russian Federation, as well as Central Asian Republics of Kazakhstan, Uzbekistan, Turkmenistan and Kirghizia).
While living and practicing in Latin America, among other US, Latin America and Caribbean businesses, Ms. Wellstein represented Compañía Anónima Nacional Teléfonos de Venezuela (CANTV) reporting directly to the General Counsel and CANTV executive management as its International Legal Adviser for Commercial and Telecommunications Regulatory Matters. Ms. Wellstein was lead counsel in several of the company’s major information technology outsourcing negotiations, new product and entity launches, and was highly involved in the company’s regulatory and commercial issues in its transition into a deregulated telecommunications market at the time. She has participated in significant negotiations of various submarine cable system matters, complex international traffic settlements, international arbitrations, dispute resolutions, as well as other varied high level telecommunications privatization, business restructuring and regulatory matters.
Previously, Ms. Wellstein was General Attorney, and later promoted to Senior Division Counsel for COMSAT Corporation’s International Communications Group in the US. While at COMSAT, she represented both regulated and non-regulated businesses in commercial, corporate and regulatory matters. She supervised and managed complex litigation and international arbitration proceedings and served on the Boards of several of COMSAT’s international ventures. Before COMSAT, Ms. Wellstein was a telecommunications attorney in private practice in Washington DC, where she represented wired and wireless telecommunications operators and technology companies before the FCC and other US agencies, as well as in their ventures in Latin America.

Among other professional and industry associations, Ms. Wellstein is Vice-President of the US and Canada, and Chair of the Industries Strategies Committee, of the Executive Committee of the Board of Trustees of Caribbean Central American Action (CCAA), a non-profit organization promoting private sector-led economic development in the Caribbean Basin for over three decades (http://www.c-caa.org). She is also Vice-President of International for the non-profit organization, Judith’s Reading Room based in Bethlehem, PA (http://www.judithsreadingroom.com). Ms. Wellstein has been a frequent panelist at telecommunications conferences in the United States and international telecommunications government and industry forums around the world. She also served as Adjunct Professor of Law on international telecommunications regulation at both Georgetown University Law Center and Columbus School of Law of the Catholic University of America.
